PLANS for a new housing development in Cardross have taken another twist.

Avant Homes Scotland has submitted a proposal to Argyll and Bute Council requesting that two conditions of permission for their development at Kirkton Farm, on Barrs Road, are scrapped while another is revised.

The council’s Policy, Public Safety and Licensing committee originally gave planning permission in principle, with those and several other conditions, in January 2017.

Condition four, the first to be questioned by the housing company, requests a traffic calming scheme between Barrs Terrace and Mill Road, improvements between Mill Road and the proposed site entrance, and the provision of a passing place north of the entrance.

It also seeks to have street lighting to be added beside the entrance with existing lighting upgraded, along with the current 30mph speed limit.

But a document issued by Modus Transport Ltd, who conducted an access appraisal on behalf of Avant, says: “The use of Barrs Road will in fact provide a better and safer access solution for residents of the proposed development.

“There will be no requirement for pedestrians to use a section of semi-rural carriageway that is not provided with a footway. Instead, they will be able to use the existing high quality, and well lit, footways along Barrs Road.

“These footways are overlooked by adjacent residential properties which means they are far safer to use than the suggested route along Darleith Road.

“The overall access solution as set out by Argyll and Bute Council in condition four is unrealistic in terms of cost, deliverability (engineering), land ownership and impact upon existing trees/ecology.”

The document also states that condition five, requesting an extension to the 30mph speed limit on Darleith Road, would no longer be required as part of the proposal to serve the full development from Barrs Road.

The proposal also requests a revision to condition seven, which asks that full details of the road layout for the development are approved by the planning authority.

It also states: “The development layout shall ensure that no more than 20 dwelling houses will be served from the east access. i.e. via Barrs Road.

“All other vehicular traffic will be required to access the development site from Darleith Road. The internal roads shall be constructed in accordance with the principles of Designing Streets.”

Avant’s document adds: “The access appraisal has clearly demonstrated that the proposals to use Barrs Road as the sole means of access for the proposed development are entirely suitable and safe and will in fact provide a more appropriate solution for access when compared to Darleith Road.”

The revised plans will now be considered by Argyll and Bute Council.
