According to police, the driver, who identified himself as a 22-year-old Romanian man living at an address in Paisley, did not hold a full UK driving licence.
He was charged with driving without a licence and without insurance, and the vehicle was seized.
A report on the alleged offence will be sent to the procurator fiscal.
