Luss mobile snack van plans given temporary green light

In November last year, proposals were put forward by Jim Lough (Surveying & Architectural Services) on behalf of Bluebell Ices Ltd to Loch Lomond and the Trossachs National Park Authority to use a parking bay next to the public toilets to sell ice cream, soft drinks and confectionery.

It was disclosed that the applicant had been running the business from next to the pier in the village until the introduction of the traffic management order in 2023.

The owner continued to receive daily fines, causing a significant overhead for the business until negotiations were made with Argyll and Bute Council.

The planning application received one objection from Luss and Arden Community Council, which highlighted "historical problems" at the van's previous location, but also outlined that the development would be contrary to the Local Place Plan priority.

In a committee report, where it was recommended that the plans be approved, it was stated: "The community council also raised concerns with regard to the appearance of the village, queuing customers and road safety, the increase to commercial activity in the village, the detrimental impact on residents and the businesses already providing this service in the village.

"The community council view is that the application would be detrimental to residents and visitors, the natural and historic environment and to the park’s net zero ambitions."

The ice cream van owners responded to say that the vehicle will not require a diesel engine or external generator.

They also said that all equipment is electrically operated from internal batteries, which will be charged offsite overnight.

A National Park Authority planning officer said: "The mobile snack van would be at an appropriate site, centrally located within Luss village, amongst other retail outlets and would support economic activity.

"The mobile snack van would not have significant adverse impacts on the amenity of the area.

"It is very strongly recommended that appropriate measures be taken in the design/location to inhibit the roosting and nesting of gulls. Such measures are intended to reduce nuisance to, and intimidation of, persons living, working and visiting."

The plans were approved on the condition that the parking bay where the van will be located must be secured using a "drop bollard" or similar means.

The other condition is that the use of the land for the siting of a mobile snack van shall be discontinued one year from the date of implementation unless prior permission is sought.
